Singapore Online Safety

Users in Singapore who believe they have been harmed by content or conduct on our platform can submit a formal Online Harm Notice under Singapore’s Online Safety (Relief and Accountability) Act 2025 ("OSRA"). 

If you'd prefer not to send a formal legal notice, you have other options too. You can report the content directly through our app's standard reporting tools, through our contact form, or you can report online harm to the Online Safety Commission (OSC). The OSC will look into your report and can require us, or the person responsible, to stop the harmful behaviour. Visit the OSC's website to find out more. 

Sending an Online Harm Notice

Online Harm Notice (“Notice”) must be submitted through MinLaw’s website. For more information, visit MinLaw’s OSRRA website. For your Notice to be valid, it must meet the form, content, and submission requirements set out in MinLaw's guidance. Once submitted, you will receive a PDF copy of your Notice along with a unique serial number.

Please send the completed PDF and your serial number to our designated intake singapore.notices@matchgroup.com.

Submitting a Notice through this process does not guarantee that content will be removed or that any account action will be taken. We assess Notices based on our policies, applicable law, the information available to us, and the urgency and severity of the alleged harm.

Before you submit an Online Harm Notice 

The form will ask you to identify where the reported content is located (such as URLs, usernames, post links), so please have this information ready before you begin.

Please include as much relevant information as possible.

Incomplete or unclear notices may delay our review.

Where immediate physical danger, threats of violence, child safety concerns, or other urgent risks are involved, please contact local law enforcement or emergency services first where appropriate.

Sharing, keeping, or accessing intimate images or child abuse material is illegal. Only keep or share such content if you are reporting it to the OSC, and only for as long as necessary.

Who can submit an Online Harm Notice

You must generally be a Singapore Citizen, Permanent Resident, or holder of a long-term pass in Singapore to submit an Online Harm Notice. 

Notices may generally be submitted by:

• The person directly affected;
• A parent or legal guardian;
• An authorized representative acting on behalf of the affected person; or
• Another person with lawful authority to act for the affected person.

Urgent Online Harm Notice

Please clearly mark your Notice as "URGENT" if it involves:

• Credible threats of violence or self-harm;
• Sexual exploitation of a minor;
• Imminent risk to physical safety;
• Ongoing stalking or coordinated harassment creating immediate danger; or
• Non-consensual intimate imagery that is actively spreading.

Including a brief explanation of the urgency will help us prioritise the review.

What happens after you submit an Online Harm Notice

Acknowledgement

We'll generally send an acknowledgement confirming receipt of your Notice.

Review

We may:

• Assess the reported content or conduct;
• Rqquest additional information;
• Review contextual information and prior reports;
• Apply interim restrictions where appropriate; and/or
• Escalate the matter internally for specialized review.

Possible outcomes

Depending on the circumstances, we may:

• Remove or restrict content;
• Disable or limit accounts or features;
• Decline to take action;
• Preserve information where legally required or appropriate;
• Refer the matter to relevant authorities where legally required; or
• Take other measures consistent with our policies and applicable law.

We may not always be able to disclose detailed enforcement outcomes due to privacy, safety, legal, or security considerations.

Response timing

We aim to review Notices as promptly as reasonably practicable.

Response times may vary depending on:

• The severity and urgency of the reported harm;
• The completeness of the information provided;
• Whether additional investigation is required; and
• Overall report volumes.

Reports involving immediate safety risks may be prioritized.

Preservation of evidence

If you believe legal proceedings, regulatory proceedings, or law enforcement investigations may arise, you should preserve copies of relevant evidence where lawful and safe to do so.

Examples include screenshots, URLs, timestamps, usernames, and correspondence.

False, misleading, or abusive Online Harm Notice

Submitting intentionally false, fraudulent, abusive, or bad-faith Notices may result in action under our policies, including restriction of reporting privileges or account action. Fraudulent and/or malicious action may also be reported to law enforcement.

Please note that you may face legal consequences if you: 

• Send a Notice that is frivolous or that you know is materially false; or 
• Make a false declaration that you are authorized to send a Notice on behalf of someone else.

Privacy and use of information

Information submitted through this process may be used to:

• Assess and investigate the complaint;
• Take safety or enforcement measures;
• Comply with legal obligations;
• Respond to lawful requests from regulators or law enforcement authorities; and
• Protect users, our services, or the public.

Information may be retained in accordance with applicable law and our retention policies.
